<p><strong>Extra funds for Waiheke Youth Development </strong></p>
<p>Nikki Kaye, National MP for Auckland Central, is delighted that Piritahi Hauora Trust and Waiheke Youth Centre have been awarded funding from the Ministry of Youth Development’s Services for Young People Fund.</p>
<p>&#8220;Recently I wrote to the Minister for Youth Affairs raising issues around better support for Youth on Waiheke island. Funding grants to these organisations shows the Ministers response will help us better support our young people who live on Waiheke.&#8221;</p>
<p>&#8220;Living on an island means there are unique challenges for young people. Being more isolated makes it much harder because of the added cost and time for young people to access services and other recreational activities in Auckland. The reality is a lot of young islanders miss out compared to other Aucklanders.&#8221; </p>
<p>The Waiheke Youth centre will receive $5,000 which will help deliver after school programs for young people. </p>
<p>&#8220;The money for the youth centre is a recognition of the huge role they play in developing our young islanders through their programs.&#8221;</p>
<p>The Piritahi Hauora Trust will receive $10,000 to deliver the Waiheke Island Rangatahi Waka Ama programme that is aligned with Whanau Ora. </p>
<p>&#8220;The program will be focussed on youth and developing employment pathways through components including; Waka Ama, nutrition, exercise, Haoura Maori, and Enviromental Education &#038; Guardianship.</p>
<p>The Services for Young People Fund is designed to help young people reach their potential, stay on track for success and have a say in their local communities.</p>
<p>“I am delighted that our government is investing in young people on Waiheke. These funds will make a real difference to a small community.” Ms Kaye says.</p>

<p><strong>Rainbow Youth to receive funds for school education workshops </strong></p>
<p>Nikki Kaye, National MP for Auckland Central, is pleased that Rainbow Youth have been awarded funding by Minister Bennett from the Ministry of Youth Development’s Services for Young People Fund.</p>
<p>Rainbow Youth provides support, information, advocacy and education for queer young people and their friends, family and whanau. </p>
<p>&#8220;I have met with representatives from Rainbow Youth and I know the huge dedication and hard work they put into helping young  people.&#8221;</p>
<p>&#8220;The work that Rainbow Youth undertake in schools aims to create a safer environment for young people. The workshops help people gain a greater understanding of sexual orientation and gender identity.&#8221;</p>
<p>&#8220;Rainbow Youth will receive $5,000 to deliver education workshops in Auckland schools.&#8221;<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt; text-align: justify" align="justify"><span style="font-family: Tahoma">I was delighted to be able to visit the Community of Refuge Trust CEO Peter Jeffries to inform him of the great news that the Government would be assisting with a $1 million housing fund for the Trust.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt" align="justify"><span style="font-family: Tahoma">The dawn service on Waiheke was moving, with the main service taking place later at 11am. It was a very special time to remember and honour the sacrifices that young Kiwis and Australians made when they landed at Gallipoli 95 years ago.<br />

It is an honour to be a member of the Grey Lynn RSC, and to take part on ANZAC Day to acknowledge all New Zealanders who have served, and are serving in our defence forces, around the world.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt" align="justify"><span style="font-family: Tahoma">I decided to run my selection process for my youth MP by asking for nominations from my local secondary schools and colleges. Each of the nominated candidates provided an essay and was interviewed by a panel that included Hamish Keith OBE, a recognised&nbsp;Arts and Social commentator,&nbsp;and Donna White, Design Institute NZ,&nbsp;&nbsp;who were able to provide a cultural and business perspective to the selection. After lengthy deliberations we decided to nominate Danielle Maclean, a student at St Mary&#8217;s College.<br />

The 2010 Youth Parliament Bill will focus on creating an age of majority bill, or a bill that considers creating a single age for different activities to become lawful such as drinking, driving, and voting. During the two days Danielle will participate in the entire Parliamentary process, meaning she will get to take part in question time, and each of the different stages of the Select Committee process.<br />

<p><strong>Auckland Zoo Lottery funding secures NZ visitor experience in time for the Rugby World Cup</strong></p>
<p>Nikki Kaye, National MP for Auckland Central, is delighted that the Auckland Zoo Charitable Trust has been awarded lottery funding for the Te Wao Nui visitor experience project. </p>
<p>The grant from the Lottery Significant Projects Fund of $2,694,000 means that this exhibit will be able to open in time for the Rugby World Cup. </p>
<p>The many tourists that will be coming to Auckland will have the ability to see this world class facility.</p>
<p>This is the completion of an amazing effort by Auckland Zoo Charitable Trust, chaired by Penny Whiting MBE, who have been working for 3 years to secure funding to deliver this project. </p>
<p>Auckland City Council should also be acknowledged as they have made a significant financial contribution to this project.</p>
<p>Te Wao Nui will transform a third of Auckland Zoo to make it a modern zoo, a botanical garden, and a conservation park all rolled into one. </p>
<p>This visitor experience will be a permanent addition to Auckland Zoo so will be around for the enjoyment of New Zealanders and tourists for many years to come. </p>
<p>What makes this experience so special is that this exhibit is about showcasing our country which will include many New Zealand species such as the tuatara, kiwis, blue ducks, kereru and native plants. </p>
<p>It is also designed to give New Zealanders a greater awareness of national conservation projects and our cultural heritage.</p>
<p>As the local MP, I want to congratulate the Auckland Zoo Charitable Trust and all parties who have supported this project including the Lottery Significant Projects Fund for securing this project for Auckland.</p>

It does not include the dry land on the beach. It includes the beds of rivers that are part of the coastal marine area. The seabed is the bed of the sea out to 12 nautical miles. The foreshore and seabed includes the air space and water space above the land and the subsoil, bedrock and other matters below the land.<br />

Some commentators, both here and overseas, have urged the government to reconsider the 2004 Act and talk with Māori about their rights and interests in the foreshore and seabed. In 2003 the overwhelming majority (94%) of submissions on the Foreshore and Seabed Bill opposed it. Approximately 95% of the 2009 submitters to the Ministerial Review Panel were unhappy with the 2004 Act in its current form.<br />

The first step in the review was the appointment of an independent Ministerial Review Panel. It advised in June 2009 that the 2004 Act be repealed and urged that nothing be progressed without the &#8216;opportunity for further input from Māori, being the most affected, and the general public&#8217;.<br />
</span></p>

It sets out the main options, and how progress might be made to fulfil the government&#8217;s objective of achieving an equitable balance of the interests of all New Zealanders in the foreshore and seabed. These interests include recreational and conservation interests, customary interests, business and development interests, and local government interests.<br />

The proposal recognises the range of interests and values that different parts of our community have in relation to the foreshore and seabed. These interests and values need to be accommodated and protected.<br />

Tied up with the issue of ownership is the perception of what ownership is. There is a wide range of views, some of them inaccurate, about what ownership means and the authority, control and liability that ownership brings. Ownership is one way of providing certainty and clarity about who can do what (ie, roles and responsibilities) in the foreshore and seabed.<br />

The government proposes that, instead of identifying an owner of the foreshore and seabed, new legislation would provide that no one owns, or can own, the foreshore and seabed. The government&#8217;s proposal would not affect parts of the foreshore and seabed already held in private title. The new legislation would name the foreshore and seabed (excluding land in private title) &#8216;public domain/takiwa- iwi wha-nui&#8217;.<br />

It would also specify responsibilities for managing new activities in different parts of the foreshore and seabed.<br />

This would be done in conjunction with those coastal hapū/iwi whose customary interests in the area have been recognised, and who have therefore received the awards relevant to the level of their interests.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Structures &#8211; there would be no impact on the ownership of existing and new structures.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Reclamations &#8211; existing decision-making processes would continue in respect of reclamations although the nature of the interest granted may change.<br />

We believe that every New Zealander who can work should be working. We want a welfare system that is fair, that improves outcomes for beneficiaries, and supports economic growth.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">With this in mind, the National-led Government has announced our Future Focus package for benefits, aimed at rebalancing obligations and support, and bringing an unrelenting focus on work.<br />

 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Under Future Focus, we are introducing a number of new obligations.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">There will be new part-time work obligations for people on the Domestic Purposes Benefit (DPB) with a youngest child aged over six, and for people on a Sickness Benefit who have been medically assessed as being able to work part-time. We are also introducing more graduated sanctions for people who don&#8217;t comply with their work obligations.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">We are changing the Unemployment Benefit so that after 12 months, a recipient must reapply. And we&#8217;re introducing more rigorous reassessments for Sickness Beneficiaries to get people back to work as soon as they are able.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Future Focus also provides more support for those who need it.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">We are boosting childcare options for sole parents by expanding out-of-school support for children aged 5-13, and providing more training support for sole parents on the DPB.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">We will pass legislation to ensure benefits rise in line with inflation.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">And recipients of the DPB and Invalids Benefit will be able to earn $100 a week instead of $80 before their benefits are affected. This will provide incentives to work part-time and gain work skills.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">We are also setting up a Welfare Working Group. This will be made up of social policy experts and community representatives, and will advise the Government on ways to reduce long-term welfare dependency.<br />

In many courses, more than half of students drop out or fail. Meanwhile, too many students rack up interest-free loans for courses they can&#8217;t or won&#8217;t pass.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;"><br />
 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">With this in mind, Tertiary Education Minister Steven Joyce has laid out the Government&#8217;s three priorities for the sector.<br />
</span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;">

<p><span style="font-family: Tahoma;">New Zealand offers 6000 different qualifications. It&#8217;s likely that many of these duplicate other courses. In tourism alone, there are 123 certificate and diploma qualifications.</p>
<p></span></p>

 </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">National will improve the quality and relevance of qualifications.<span>  </span>This will help students get the skills they need and enhance the reputation of our qualifications abroad.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Secondly, we will tackle course completion rates.<span>  </span>A large number of courses, particularly at certificate and diploma level have pass rates as low as 30 per cent.<span>  </span><br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">In two years time, the government will move from a system that funds tertiary education purely on enrolments, to one that also takes results into account.<span>  </span>This will provide incentives for institutions to continually lift student performance.<span>  </span><br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Our third priority is student support, and making sure that taxpayers get value for their investment in the student loan scheme.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">At the moment, about 48 cents in every dollar borrowed under the scheme is eventually written off on bad debts, interest write-offs, and administration costs.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">National is committed to interest free student loans, but we don&#8217;t think they should be a blank cheque.<span>  </span>We want to see the ongoing provision of student loans linked to academic progress in the same way that student allowances are.<span>  </span><br />

<p><strong>$1 million housing fund to assist people in central Auckland</strong></p>
<p>Nikki Kaye, National MP for Auckland Central, is delighted that Community of Refuge Trust (CORT) has been awarded funding to build new properties under the Housing Innovation Fund.</p>
<p>“This is good news for some of our most vulnerable people in the Auckland city area.” Ms Kaye says.</p>
<p>“National is focused on helping the community housing sector, and this funding means that local people will soon have a helping hand into accommodation.</p>
<p>“The Government changed the criteria for the fund last year to focus on new buildings rather than for the modernisation of existing buildings, helping even more people into affordable housing.”</p>
<p>The Community of Refuge Trust has been working for the past 25 years in the purchase and rental of low cost affordable housing. The majority of the tenants that the trust helps have mental health issues and their focus is on supporting people living in the community.</p>
<p>The $1 million funding grant for Community of Refuge Trust will assist the purchase of nine single bedroom units in central Auckland. The Trust provides housing for low income people who experience mental illness. </p>
<p>With the assistance of ASB Community trust and other philanthropic groups the Community of Refuge Trust has been able to raise a further $1 million to make this project happen. </p>
<p>The National-led Government set aside $20m in last year’s budget for the fund. Of that funding, $15 million is available as part of a general fund, while up to $5 million is available for Maori Demonstration Partnerships.</p>
<p>“This year the funding was targeted at organisations which have shown a real commitment to helping people into affordable rental accommodation and home ownership, and I’d like to thank Community of Refuge Trust for their hard work and commitment,” Ms Kaye says.</p>
<p>“We are working hard to help provide quality accommodation to some of our most vulnerable people in central Auckland who really need it.”</p>

<p><strong>Auckland Central MP to work with constituents on the Great Barrier Island mining issue </strong></p>
<p>The release of the discussion paper on the preliminary Government stocktake of Schedule Four of the Crown Minerals Act gives Aucklanders the chance to have their say on whether a small amount of Great Barrier Island should be removed from Schedule Four, says Auckland Central MP Nikki Kaye.</p>
<p>Currently, more than half of Great Barrier Island (15,250 hectares out of a total of approximately 28,500 hectares) is included under Schedule Four, where mining other than minimum impact activity, is prohibited. </p>
<p>The discussion paper proposes removing from Schedule Four approximately 705 hectares on Great Barrier Island, and adding approximately 817 hectares on two small nearby islands – a net gain of 112 hectares.</p>
<p>“From my discussions with constituents, I know this is an issue that many people feel strongly about. This is their chance to ensure their views are known ,” Ms Kaye said.</p>
<p>Ms Kaye encourages concerned constituents to read the discussion paper and make a submission. </p>
<p>“My personal view is that when environmental and economic factors are taken into account and given the islands status in the Hauraki Gulf Marine Park mining on Great Barrier Island doesn’t stack up.&#8221;</p>
<p>“I’ll be strongly advocating that position to my colleagues in the government.&#8221;  concluded Ms Kaye. </p>

<p>Submissions on the discussion paper close at 5.00pm on Tuesday 4 May 2010.</p>

<p><strong>Coastal Cleanup hits Hauraki Again </strong></p>
<p>Auckland Central MP Nikki Kaye was delighted to be involved in another Coastal Cleanup on Aotea/Great Barrier Island over the weekend.</p>

<p>The Coastal Cleanup was part of the “Sustainable Coastlines” project to protect and preserve some of our most precious and beautiful beaches and coastlines. </p>
<p>Aotea/Great Barrier Island was selected for the second year running as an ideal location to target with the cleanup. </p>
<p>“All of our coastlines and stunning harbours, like Okupu and Port Fitzroy on the west coast of Great Barrier, were targeted over the weekend”, says Kaye.</p>
<p>‘Sustainable Coastlines’ Sam Judd brought the campaign to the islands.  I’m thrilled that the Community Boards, Schools, and local residents took such a strong lead on this”.</p>
<p>“It was also exciting to hear of the involvement of more school children than ever, and great to know that there is so much enthusiasm in our youth for the environment”.</p>
<p>Last year at an event that spanned the West Coast of Aotea/Great Barrier Island, volunteers working with Sustainable Coastlines removed over 2.8 tonnes of rubbish in one day.</p>
<p>“I really enjoyed joining in with the community and getting stuck in to help out with this brilliant initiative to ensure the enjoyment of these stunning coastlines for future generations”.</p>
<p>“My congratulations go out to the Sustainable Coastlines team and the Great Barrier Community Boards for making this happen”.</p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;" lang="EN-NZ">I was delighted by </span><span style="font-family: Tahoma;">the Minister of Conservation&#8217;s announcement that new parks and private land are to be added to the Hauraki Gulf Marine Park to mark its 10<sup>th</sup> anniversary.</span><span style="font-family: Tahoma;" lang="EN-NZ"><br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">This is an exciting development for the residents of the Gulf and a great gift to the people of Auckland.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Recently I also facilitated a Working Bee on Waiheke Island for the Stony Batter Protection Society in which volunteers from the Grey Lynn RSC and I ferried over and joined up with Protection Society to help out at Stony Batter for a day, building tables, weeding, gardening, and assembling a nice new picnic area.</span></p>

The Breakfast was held on Thursday 4th February and was an amazing opportunity for me to meet with Congressmen, Senators and officials from across the Political spectrum.</span></div>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;" lang="EN-NZ">This issue was first raised at the designation resource consent hearing in 2006 by Richard Reid. There has been wide community and local government support for this to happen and it is great that we can deliver this for the community.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;" lang="EN-NZ">I advocated strongly in an effort to make this happen, however this shift is the product of NZTA, the Victoria Park Alliance, and the community all working together to find a solution.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 9pt;"><span style="font-family: Tahoma;" lang="EN-NZ">The National-led Government is considering across-the-board personal tax cuts and changes to property tax as part of a tax package that might include a rise in GST from 12.5 per cent to 15 per cent.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 9pt;"><span style="font-family: Tahoma;" lang="EN-NZ">If the Government decides to increase GST, Superannuation payments will immediately rise in two separate ways.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 9pt 21.3pt; text-indent: -21.3pt;"><span style="font-family: Tahoma;" lang="EN-NZ">1.<span>   </span>Superannuitants would get an income tax cut, which would apply both to Superannuation and to any other income they receive, such as interest, dividends, or part-time earnings.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 9pt 21.3pt; text-indent: -21.3pt;"><span style="font-family: Tahoma;" lang="EN-NZ">2.<span>   </span>On top of this tax cut, Superannuation payments would be increased up front, by just over 2 per cent, to reflect the general rise in prices. The increase in Super payments would be immediate from the day GST went up, without waiting for the usual annual inflation adjustment.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 9pt;"><span style="font-family: Tahoma;" lang="EN-NZ">This double-whammy increase means that superannuitants would have their incomes lifted quite significantly, and at a rate that exceeds the increase in prices.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 9pt;"><span style="font-family: Tahoma;" lang="EN-NZ">In addition to the two immediate increases, across-the-board tax cuts would lift the after-tax average wage &#8211; raising the floor for Superannuation payments, which are linked to 66 per cent of the after-tax average wage. In his speech, the Prime Minister also reiterated that National is committed to maintaining Super payments linked to 66 per cent of the after-tax average wage from age 65.<br />
</span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">The Education Minister&#8217;s plans to help schools crack down on truancy come as good news for Auckland.<span>  </span></span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">The results of the Ministry of Education&#8217;s 2009 truancy survey show that just over 30,000 students are truant from state and state-integrated schools on any given day.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Approximately 10500 of these are from Auckland.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">This is not good enough. Evidence shows that regular attendance in school is the biggest factor in student achievement. Chronic truancy can lead to negative outcomes later in life such as violence, substance abuse or unemployment.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">National is determined to get tough on truancy.<span>  </span>That&#8217;s why we have doubled the amount of funding to tackle the problem.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;">
<div class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">An additional $4 million per year will help schools throughout</span></div>
<p><span style="font-family: Tahoma;">New Zealand introduce stronger and more proactive measures to reduce the number of students wagging school.</p>
<p></span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Initially the funding will go towards extending the use of electronic attendance registers, the Early Notification text message System, and one-off funding of $1.5 million to reduce the time it takes to get students absent for 20 consecutive days back into school.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">A small amount has also been set aside to help schools prosecute parents of children who are persistently absent from school without justification.<br />
</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">The National-led Government is working on a long-term approach, aimed at keeping more children engaged at school, rather than having to get truants back into the system once they have become disengaged.</span></p>

<p class="MsoNormal" style="margin: 5pt 0cm 12pt; line-height: 14.4pt;"><span style="font-family: Tahoma;">The Government will be introducing measures in the Budget to reform the tax system that will include changes to the taxation of property, alongside personal tax cuts.<br />
</span></p>
<p class="MsoNormal" style="margin: 5pt 0cm 12pt; line-height: 14.4pt;"><span style="font-family: Tahoma;">We agree with the Tax Working Group that there is a gap in the taxation of property investments where income is being derived but, in aggregate, no tax is being paid.<br />
</span></p>
<p class="MsoNormal" style="margin: 5pt 0cm 12pt; line-height: 14.4pt;"><span style="font-family: Tahoma;">To illustrate this: In the March 2008 tax year rental property was worth $200 billion &#8211; four times the size of the share market &#8211; but generated tax revenue losses to the Government of $150 million.<br />
</span></p>
<p class="MsoNormal" style="margin: 5pt 0cm 12pt; line-height: 14.4pt;"><span style="font-family: Tahoma;">Some of the property options discussed by the Tax Working Group are not favoured by the Government and will not be progressed.<br />
</span></p>
<p class="MsoNormal" style="margin: 5pt 0cm 12pt; line-height: 14.4pt;"><span style="font-family: Tahoma;">In particular, we will not be developing any proposals for a land tax, a comprehensive capital gains tax, or a risk-free return method (RFRM) for taxing residential investment properties.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">A range of options remain on the table, which we are seeking advice on. Decisions are yet to be made, so you won&#8217;t see the detail of those until the Budget on May 20.<br />

</span></strong></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">A report into the effectiveness of Youth Court supervision orders on re-offending shows National&#8217;s Fresh Start legislation is urgently needed.<span>  </span>The report makes it clear, longer sentences and greater supervision is needed if we&#8217;re to make a lasting impact on the behaviour of youth offenders.</span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Two questions will be put to voters in the referendum on Mixed Member Proportional Representation (MMP) to be held in conjunction with the 2011 general election. The proposed questions are: firstly, whether voters wish to retain MMP, and secondly, what alternative voting system they would prefer from a list of four options.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">The referendum is yet another example of National delivering on its election promises.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Legislation enabling the referendum is expected to be introduced to Parliament in April and a select committee will hear public submissions.</span><span style="font-family: Tahoma;"><br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">Electoral finance laws will be reformed in a package announced by the Government.<span>  </span>The package comes after extended consultation with all parliamentary parties and the public.<br />

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">In December, the Capital Market Development Taskforce made 60 recommendations as part of a blueprint for the development of capital markets.<span>  </span>This week the Government released its action plan for dealing with the report.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-family: Tahoma;">We need to rebuild mum and dad investor trust in capital markets.<span>  </span>We want everyday investors to feel more confident about putting their savings into capital markets, through understanding the basics of investment, getting advice they can trust, and making informed choices.<br />

<p>Auckland Central MP Nikki Kaye was delighted by the Minister of Conservation&#8217;s announcement that new parks and private land are to be added to the Hauraki Gulf Marine Park to mark its 10<sup>th</sup> anniversary.</p>
<p>&#8220;This is an exciting development for the residents of the Gulf and a great gift to the people of Auckland.&#8221;</p>
<p>The marine park consists of 1.2 million hectares including marine reserves and more than 50 islands within the Gulf.</p>
<p>&#8220;Aucklanders love getting out in their boats, yachts, kayaks and other contraptions to enjoy the Hauraki Gulf.</p>
<p>The new additions feature over 300 parcels of land in Waitakere City Council coastal parks and reserves bordering the Waitemata Harbour, from Whenuapai in the north to Kelston in the south east. Forest and Bird have also signalled they wish to have three of their reserves on Waiheke Island vested into the park.</p>
<p>&#8220;This is great new recreational space and a real asset for all New Zealanders.&#8221;</p>
<p>“The Hauraki Gulf Forum has worked hard to achieve this, the collaboration of residents, local authorities such as Waitakere City and Forest and Bird demonstrates the wide support within the Auckland for the park.”</p>
<p>“With Aucklands population predicted to be 2 million by 2031, the Hauraki Gulf Marine Park will be an important part of ensuring the future quality of life of Aucklanders.”</p>
<p>“The continued protection of the park and issues as to how we strengthen peoples understanding of the park will be an ongoing discussion with the people of Auckland.”</p>
