			<content:encoded><![CDATA[<p><strong>11.</strong> <strong>NIKKI KAYE (National—Auckland Central)</strong> to the  <strong>Minister of Transport</strong>: What progress has been made on the procurement of new electric trains for Auckland’s commuter rail system?</p>

<p><a name="time_14:54:43"></a> <strong>Hon STEVEN JOYCE (Minister of Transport)</strong> <strong>:</strong> Good news. I am pleased to confirm to the  House that new electric trains for Auckland rail commuters are one step  closer, following KiwiRail’s announcement of a shortlist of two bidders.  The selection process will be completed later this year, and I expect  to see the first trains delivered in 2013. Rail’s popularity in Auckland  is rising, and these new trains will build on previous work building  new stations and upgrading the network. Getting all of Auckland’s  transport corridors working effectively is crucial to getting the city  to grow faster and provide more jobs.<span id="more-944"></span></p>
<p><strong>Nikki Kaye</strong>: Has the Minister seen reports speculating on the likely successful tenderer, and how accurate are these reports?</p>
<p><strong>Hon STEVEN JOYCE</strong>: Yes, I have seen several  reports calling for the procurement of new electric trains for Auckland  to be delayed because they were to be built in China—a result of all  sorts of wild conspiracies. As it turns out, the two shortlisted  consortiums are from Korea and Japan, and Europe—I suppose at least  Korea and Japan are in Asia. It is just as well KiwiRail continued with  the procurement job. It all goes to show that people should treat these  types of reports—</p>
<p><strong>Hon Trevor Mallard</strong>: As soon as Pansy was gone!</p>
<p><strong>Hon STEVEN JOYCE</strong>: —and the relevant  conspiracy theories, I say to Mr Mallard, which were from the Labour  Party, with a very large grain of salt, especially in election year.</p>
<p><strong>Phil Twyford</strong>: Does he agree that if he had  not interfered in the process to buy the electric trains, Aucklanders  would be riding them now instead of waiting through a 2-year process of  missed deadlines and a shonky tendering process, which has seen four  parties withdraw in protest?</p>
<p><a name="page_18423"></a><strong>Hon STEVEN JOYCE</strong>: I disagree with the member  on two grounds. Firstly, the trains were always scheduled to arrive in  2013. Secondly, if I had not interfered, petrol prices in Auckland would  be 10c a litre higher today than they are, because of Labour’s  ridiculous regional fuel tax. If you want to campaign on bringing it  back, then you should go right ahead—sorry, not you, Mr Speaker.</p>
<p><strong>Mr SPEAKER</strong>: I just remind the Minister that the Speaker is not campaigning on any such thing.</p>

			<content:encoded><![CDATA[<p><strong>NIKKI KAYE (National—Auckland Central)</strong> <strong>:</strong> I am pleased to take a call on the Rugby World Cup 2011 (Empowering) Bill. Firstly, I think we have seen Labour’s true colours in regard to this legislation. We are seeing that those members are clearly trying to undermine good legislation going through the House in support of what will be the largest sporting event that New Zealand has ever held. It will be a time when 4 billion people will be watching us, with 2,000 media. Frankly, it is quite embarrassing, because members opposite sat in the select committee and went through a reasonable process—and members on this side of the Chamber have talked about that process—but then those members did not put in a minority report. They have far too much time on their hands, and Mr Mallard has stirred them up, taking them down a little garden path. My concern is that we have had a very, very clear process there, but there was no minority report. My colleague said it very well by saying that we need to call members opposite for exactly what they are doing. They are filibustering, and they are showing a lack of support for New Zealand by not supporting this legislation.</p>

<p>We are very clear that this Part 2 of the legislation is about setting up the Rugby World Cup Authority, but we are hearing a lot of contradictions coming from the other side, as well. Yesterday those members said that they supported the process for the establishment of the authority. In fact, Mr Mallard even said yesterday that he supported the fact that Mr McCully was consulting members opposite regarding that membership. But we just heard from Mr Lees-Galloway that—actually, no—because of the provisions about urgent consents, it is Labour’s position that it does not support the legislation, at all. Complete contradictions are coming from the other side of the Chamber. We know what is happening here. We know that this is about wasting New Zealand taxpayers’ money, and we have just seen it via an hour of filibustering. That is not good for New Zealand, particularly when we have had pretty hard economic times.</p>
<p>I come back, again, to Part 2 of the legislation. We on this side of the Chamber want to be very clear that we are supportive of the authority that is being set up. A very reasonable process has been undertaken in relation to Part 2. There is a very clear process about the membership of the authority, in terms of consulting the Minister of Justice, the Minister for Economic Development, and the Minister for the Environment. They are all elected people. Again, it comes back to some of the arguments that have been raised by the Opposition, in regard to not having an urgent consent process whereby there is a power of veto by the Minister. We on this side of the Chamber would prefer to have elected representatives, rather than unelected people, accountable. That goes to the core and heart of a number of the discussions that have happened so far.</p>
<p>I say that we on this side of the Chamber support New Zealand, support the Rugby World Cup, and support this legislation going through, compared with a Labour Opposition that is filibustering, that is wasting the Committee’s time, and that does not support the Rugby World Cup. Those members show a lot of contradictions in terms of what they are saying. We are supportive of the Rugby World Cup, and I commend this legislation.</p>

<p><a name="time_19:45:31"></a><strong>NIKKI KAYE (National—Auckland Central)</strong> <strong>:</strong> I am pleased to speak with regard to Part 3 of the Rugby World Cup 2011 (Empowering) Bill. First, I want to say this is a pretty momentous moment in the Chamber, because some really great analogies are happening between the legislation we are debating, which is designed to benefit New Zealand from an economic perspective in terms of world exposure, and the fact that at 7.20 this evening the Prime Minister of New Zealand saved <em>The Hobbit</em><strong></strong>. This country is seeing a real contrast between the two sides of the Chamber, particularly with regard to Part 3. National is putting legislation in place for the economic benefit of New Zealand, with 4 billion people expected to watch the Rugby World Cup in our country, and the Prime Minister moved swiftly to save <em>The Hobbit</em><strong></strong> for New Zealand and save thousands of jobs for this country. Those on the opposite side of the Chamber are putting a whole lot of obstacles in the way of the average New Zealander who just wants a job at the moment. I am proud that we have a Prime Minister who acted to save that film for this country.</p>
<p><strong>The CHAIRPERSON (Eric Roy)</strong>: Order!</p>
<p><strong>NIKKI KAYE</strong>: I shall relate that point back to Part 3. Part 3 is about the Rugby World Cup 2011. We know that the tournament is expected to bring 85,000 visitors to New Zealand, and the numbers watching <em>The Hobbit</em><strong></strong> will be pretty similar.</p>
<p>The Opposition’s whole debate this evening has been about opposing one specific provision. We have heard a lot of contradiction from the Opposition team. Iain Lees-Galloway said that because of the provision Labour opposes this bill. Then all the other Labour speakers said that, no, actually Labour supports the Rugby World Cup. Well, if those members did support the Rugby World Cup, they would be standing up this evening and supporting this legislation.</p>
<p>Let us go back to the actual provision. The Rugby World Cup Authority will go through a process in terms of consents—it gives people their democratic rights. National has said that this event is so important to our country that we will go through the process of consulting the Opposition over whom we appoint to that authority, different Ministers of the Crown will be consulted and we will get advice, and we will ensure that the authority is well resourced. However, there could be an unforeseen situation. I know that members have asked what that unforeseen situation is—</p>
<p><strong>Hon Trevor Mallard</strong>: This is Part 4, Nikki. Wrong part!</p>
<p><strong>NIKKI KAYE</strong>: —but we have said very clearly that it is unforeseen. Mr Mallard interjects, but my point is very relevant to Part 3, because that part deals with applications to the Rugby World Cup Authority; I am talking about a process that is relevant to applications to the authority. Yes, it is dealt with in Part 4, but I am saying that our Government believes that this event is the greatest event this country will ever hold, and it is very important to New Zealand. I am very pleased. I am saying today that we do not want to use this process; however, we are putting a process in place that provides that if an unforeseen situation occurs, our Government would act. There is a very clear decision for New Zealand, a clear contrast between the two sides of the Chamber. The Government is ready to act in the best interests of our country. This moment is very important for people to watch, because they will see a Government that is prepared to act in the best interests of New Zealand; prepared to say, yes, there is a process, but if something goes terribly wrong and there is an unforeseen situation, then we will allow our elected members of Parliament to be accountable for that. We will allow that to happen.</p>
<p><a name="page_14897"></a>I am very proud to be a supporter of the Government. I am a supporter of the Prime Minister, John Key. I say good on him for saving <em>The Hobbit</em><strong></strong>. I am a supporter of the Ministers who have been behind that decision. And I am a supporter of this Rugby World Cup 2011 (Empowering) Bill because it is good for New Zealand. It will create jobs, and that is what this side of the Chamber is about.</p>

<p><strong>Marine Protection</strong></p>
<p>This year I have been working with the community board on Great Barrier to discuss ways to improve marine protection. Some of the discussions I am involved in with the community relate to fisheries regulations.</p>
<p><strong>Fort Stony Batter</strong></p>
<p>I am working with government departments trying to secure more resources for the Fort Stony Batter protection and restoration project. <span id="more-413"></span></p>
<p>The Department of Conservation administers Stony Batter Historic Reserve on Waiheke Island.</p>
<p>The Stony Batter reserve and tunnels are a very special place, part of the Hauraki Gulf Marine Park, important for historic protection, recreation and a valuable tourism asset for Waiheke Island and Auckland.</p>

			<content:encoded><![CDATA[<p>Auckland City Council is working with the Great Barrier Community Board to relocate three buildings owned by the Great Barrier Island Community Heritage and Arts Trust.</p>
<p>I wrote to the Auckland City Council earlier this year expressing my support for this project.</p>
<p>There are many talented artists on the island that will benefit from the Village. Many artists survive on the income they receive from selling their crafts over the summer. I support this initiative as it provides a community hub for these artists. <span id="more-416"></span></p>
<p>The Community Board has endorsed the allocation of $100,000 from the HGI Outer Gulf Islands financial contributions budget to be used for the relocation of the GBI Community Heritage and Arts Trust&#8217;s buildings.</p>
<p>Officers have commenced the preparation of a lease to the Great Barrier Island Community Heritage and Arts Trust.</p>
<p>I am pleased to have supported the Great Barrier Island Community Heritage and Arts village which is set to open later this year.</p>

			<content:encoded><![CDATA[<p>A few months ago I wrote to over 4000 young people in the electorate under the age of 25 to let them know about Government schemes including Job Ops and Community Max to help them get into employment. </p>
<p>Young people make up a significant amount of my constituency and I consider it to be very important that I keep them informed.</p>
<p>18- to 24-year-olds are also the fastest growing age group on the Unemployment Benefit.<br />
They represent a third of all those who receive it. Since June 2008, the number who want to work but can’t get a job has more than quadrupled from 4000 to 17,000. <span id="more-417"></span></p>
<p>We are determined to provide young people with opportunities during this recession, to help them get the work experience, training, and education they need. That’s why we have launched our Youth Opportunities Package. </p>
<p>This package contains a $152 million set of initiatives designed to create opportunities for young people in work, education, and training.</p>

			<content:encoded><![CDATA[<p>The Waiheke Integrated Health Unit is a project aimed at bringing all the health providers on the island together. I am working to assist with this project.</p>
<p>The project is to provide a ‘one stop shop’ or Integrated Family Health Centre for the people of Waiheke Island which is central, accessible and able to house the services and facilities currently scattered in buildings on the island. <span id="more-415"></span></p>
<p>I hope that this project will help to eliminate some trips to Auckland by residents for minor surgery and clinics and to provide short stay beds for observation and or rehabilitation. This may decrease hospital admissions to Auckland. It would also help to alleviate stress associated with these trips for some families.</p>
<p>Waiheke is a unique island community with unique needs, so close to Auckland, but being separated by water means we need to be more innovative in ways to deliver healthcare services.</p>

			<content:encoded><![CDATA[<p>I am supporting the Great Urban Rides and the Waiheke Cycle Way for funding from the National Cycle Trail Fund and NZTA. I believe we need to improve cycling safety and access across Auckland.</p>
<p>Recently I gave a speech at the RoadSafe &#8220;Share the Road&#8221; Campaign Launch, which you can view <a href="http://www.nikkikaye.co.nz/2009/11/cycling-speech-at-arta-for-roadsafe-auckland-share-the-road-campaign-launch/">here</a>. It is clear we need to do better in terms of cycling safety in New Zealand.</p>
<p>You can find more information about the National Cycleway Project <a href="http://can.org.nz/system/files/Great+Rides+Proposal+for+Ministry+of+Tourism+June+2009.pdf">here</a>. It is important to realise that the primary objective of this project is on regional development not commuter cycling, whilst there may be complimentary benefits of some of the cycle trails that is not the main focus. I believe that in order to improve cycling Auckland we need to make sure all the government agencies or initiatives are working together. <span id="more-414"></span></p>

I believe the Waiheke Cycleway would increase tourism on the island and provide locals with a safer option for commuting.</p>

			<content:encoded><![CDATA[<p>During the 2011 Rugby World Cup, we will host more than 60,000 visitors expected to flood into our country for the tournament that billions of people across the globe will watch on television or online. It will raise our international profile, boost our economy and give us lasting gains in trade and tourism.</p>
<p>Several stadiums around the country are being revamped with Government investing $190 million in Eden Park and $35 million in other stadiums. <span id="more-412"></span></p>
<p>Come 2011, we will not only be showcasing our national game but we also have an unprecedented chance to show off our beautiful country and what we do well &#8211; from our food and wine, our fashion design and film-making, our science, to our tourism. We need to turn 2011 into a year of showing our very best to the world.</p>
<p>As a part of this showcase, I am working with Government departments to ensure that our local businesses benefit as much as possible. </p>

			<content:encoded><![CDATA[<p>This year I have met with several different not-for-profit organisations including LifeWise, the Lighthouse, and the City Mission. </p>
<p>One project I support is the &#8220;Mission in the City&#8221; Project which aims to help homeless people as well as solo mums that may be struggling in to supported housing.</p>
<p>The City Mission, and all these groups do an incredible job working hard to help those in need of physical and emotional support.</p>
<p>The Mission in the City project is about establishing an inner city haven for people making a new start, people to whom fortune had tossed a curved ball, people wanting to find their way back from the margins. <span id="more-411"></span></p>
<p>It will require all the parts of Auckland’s society to pull together. It will take the philanthropy of Auckland’s citizens, the co-investment of other social service providers and the broad support of the city; an investment by us all.</p>
<p>The Mission in the City Project carries on this legacy to provide opportunities to a number of excluded groups. For the homeless it will provide accommodation in a caring and supportive community in which to live. For the inner city low income flat dwellers, it will provide open space, cafes, shops and health facilities in the midst of the city. For solo parents wanting to attain tertiary qualifications and contribute to society, it will shorten their journey from 13 years to 3 years in achieving this.</p>
<p>This project is a shared vision of statutory agencies, social services, corporates, and St Matthew-in-the-City and will only be realised through the generous support of New Zealanders.</p>
